Expanding Maine’s Innovation Ecosystem: Building New Pathways for Entrepreneurs
Following funding rounds in summer 2024 and winter 2025, Expanding Maine’s Innovation Ecosystem funded organizations working directly with entrepreneurs, business owners, students, workers, and community partners across the state.
The program supported organizations already working within those communities, giving each grantee room to test an approach that fit its audience, region, and area of expertise.
Through the program, MTI awarded more than $387,000 to seven organizations.
The seven organizations used the pilot in different ways, reflecting the needs of the communities they serve. Their projects included business planning, technology training, workforce development, peer connection, community awareness, and regional ecosystem-building. Together, the projects helped MTI support earlier points of connection for people who may not yet be ready to pursue innovation funding, or may not know where to begin.
Building Stronger Pathways Into Maine’s Innovation Ecosystem
Expanding Maine’s Innovation Ecosystem was designed to help MTI expand its reach geographically and demographically through partnerships. The program focused on historically underserved populations, rural areas of Maine, and entrepreneurs who could benefit from stronger connections to the state’s innovation economy.
From the outset, MTI asked for creative, measurable pilot projects that could be tested, modified, and scaled. The program also prioritized partnerships, collaboration, existing infrastructure, and in-person programming.
For some grantees, that meant business planning and technology training. For others, it meant workforce development, peer connection, public education, or stronger relationships with regional resource providers.

Pilot Grantee Highlights
Black Owned Maine used pilot funding to run Engage GPT, a six-week virtual cohort for Black immigrant entrepreneurs.
The program helped participants build technology skills and apply those skills to their own businesses. Six entrepreneurs participated in the cohort. Some began with limited technology experience, while others faced language or communication barriers that made traditional business support harder to access.
Through the program, participants worked toward practical AI and technology-based solutions for their businesses. Black Owned Maine plans to continue seeking support for future cohorts and follow up with participants as their needs evolve.
Ignite Presque Isle focused on professional development for businesses and workers in Aroostook County.
In rural regions, businesses often have to send employees hours away to access workshops and other professional development opportunities. With MTI support, Ignite Presque Isle was able to bring facilitators to Aroostook County instead, making local businesses and workers the focus of the training.
The organization held 10 workshops from January to September 2025. The workshops reached more than 200 participants and focused on topics such as leadership and management. MTI funding subsidized 90 percent of the workshop cost, allowing participants to attend for $49 instead of a cost that could have reached up to $400.

Maine Aquaculture Innovation Center used pilot funding to increase its presence in Washington County and build broader awareness of aquaculture opportunities in the region.
Through three community fairs and events, the organization helped introduce more people to aquaculture and its role in Maine’s economy. The effort focused on public awareness and local connection in a region where aquaculture is an important part of the conversation around innovation, workforce development, and economic opportunity.
Maine Aquaculture Innovation Center is also continuing related work beyond the pilot, including efforts connected to aquaculture training and workforce development.
Maine Collab focused on peer connection among rural entrepreneurs.
Its network is built around a simple idea: entrepreneurs can help each other solve the practical challenges that come with starting, running, and growing a business. Those challenges may include pricing, contracts, hiring, planning, and deciding what kind of growth makes sense.
The organization’s work is especially tied to the realities of rural entrepreneurship. Many business owners are far from Portland-centered resources. They may also be operating in communities where relationships are close and local context matters.
Maine Collab’s pilot supported a peer-to-peer network of approximately 65 entrepreneurs. The organization is also developing a website to help entrepreneurs showcase their work, connect with one another, and make Maine’s entrepreneurial ecosystem more visible across the state.
New Ventures Maine used pilot funding to revitalize Venturing Forth, its 60-hour, 12-week business plan writing class.
The program helps entrepreneurs move from an idea to a clearer business plan while connecting them with peers, professional speakers, and resource providers across Maine. The pilot tested a hybrid model designed to balance rural access with in-person connection and offered support such as transportation money, interpretation, and childcare assistance.
Across five Venturing Forth classes, New Ventures Maine saw 165 signups, 71 enrollments, and 40 graduates. Participants represented a wide range of business ideas and industries, including food businesses, tourism, creative services, childcare, personal services, and product-based businesses.
Northern Maine Development Corporation (NMDC) brought a Northern Maine perspective to the pilot.
With MTI support, NMDC focused on three 2026 goals: counseling Northern Maine’s innovation economy, developing the Northern Maine Innovation Resource Center, and supporting an Upward Bound Entrepreneurship Program.
The organization reported support for 42 businesses working on innovation, SBIR/STTR funding, and alternative capital. Seven businesses approached MTI, with two new or in-process applications expected by July.
The Upward Bound Entrepreneurship Program is scheduled to begin classes in July 2026, with students pitching for a chance at a scholarship.
NMDC is also developing the Northern Maine Innovation Resource Center, expected in mid-summer, to help individuals and small businesses in Northern Maine find innovation funding, business planning resources, events, and mentorship or guidance.

Local Partners Reveal What Maine Entrepreneurs Need Next
Expanding Maine’s Innovation Ecosystem showed that Maine’s entrepreneurial pipeline is shaped by many kinds of support.
For the organizations involved, that support looked different in each setting. It included cohorts, business planning, student leadership opportunities, peer networks, public education, and connections to resource providers.
The pilot also reinforced the value of local partners with deep knowledge of a specific audience, region, or sector. That local knowledge shaped the design of each project, from virtual technology training to in-person workshops, peer networks, business planning classes, and community events.
Most participating organizations plan to continue this work beyond the MTI project. That continued work gives MTI and its partners more information about which models may be useful for future ecosystem-building efforts.
Continuing the Work Across Maine’s Innovation Ecosystem
Expanding Maine’s Innovation Ecosystem helped MTI support organizations working at earlier stages of entrepreneurship and innovation. These organizations help people build skills, understand opportunities, connect with peers, and take the next step toward business growth.
The pilot also gave MTI a clearer view of how different communities connect to the innovation economy. By supporting trusted partners across Maine, MTI helped strengthen the pathways that can bring more entrepreneurs, workers, and innovators into the state’s broader ecosystem.
