Requests for Information and Proposals - Maine Technology Institute

Solicitudes de Información y Propuestas

Banking Services

Submission of written proposals June 6, 2025

Background

he Maine Technology Institute (MTI) is seeking proposals for the provision of comprehensive banking and cash management services. Since April 2011, MTI has maintained an excellent relationship with The First, based in Damariscotta, ME. MTI maintains two accounts (a checking and a sweep account, for which the latter is secured by
securities issued by the Federal government), for each of its funds (MTI’s operating account, akin to its “general fund”, plus other bond funds administered by MTI.) As an organization funded primarily by appropriations from the State of Maine or through the proceeds of voter-approved bond funds, MTI is required by law to solicit bids for all major aspects of its business operations in order to ensure that it is receiving up-to-date, cost-effective services for an organization of its size and nature.

Project Goals

In soliciting proposals, MTI’s objectives are to:

  • Maximize its investment return while incurring minimal risk of loss of principal.
  • Obtain high quality, reliable and cost-effective products and services.
  • Obtain a three-year commitment to offer required banking and cash management services.

Maine Life Science Wet-Lab Project

Proposals are due July 1, 2025

Background

Maine’s life sciences sector is growing, fueled by more than 500 organizations spanning biotechnology, diagnostics and medical devices, marine and aquaculture science, healthcare innovation, and fields like AI, data science, and bioinformatics. Strong institutional feeders and a steady rise in early-stage ventures are encouraging signs of momentum. However, many companies reach a point of development where they need access to a wet lab with full services and shared equipment in order to continue their progress. Maine does not currently offer a full wet lab facility with services, office space, meeting rooms, purchasing services and waste management services.

Project Goals

The Maine Life Science Wet Lab project administered by MTI will provide funding of up to $2.7M to an experienced wet lab operator to create such a facility in the Portland region. Interested parties should contact the project coordinator, Matt Hoffner, for additional information. The full RFP is available here and all proposals are due July 1, 2025.
