Development Award Application Process

Request for Applications

The next deadline for applications for Development Awards is February 2, 2009. Applications must be received by MTI by 5 p.m., after which applications will not be accepted.

The following changes to the Development Award Request for Applications took effect in October 2008.

  • Executive Summary – All applicants are required to provide an executive summary no more than (1) page in length. (p. 12)
  • Evaluation Process – The Technology Board Review Committee (TBRC) will complete evaluations on an application’s potential economic impact in Maine as well as a business/financial review. Prior to funding, the highest quality applications will participate in the Business Review Committee (BRC) interview stage. Recommended applications will be forwarded to the MTI Board of Directors for final consideration.  (p. 18)
  • Technology Board Review Committee (TBRC) - Four TBRC’s will evaluate applications submitted to specific sectors. The TBRC evaluation sector teams will jointly review as follows:

- Natural Resource Based Technologies Review Board – Jointly reviewed by the Advanced Technologies for Forestry/Agriculture and Aquaculture and Marine Technologies

- Life and Environmental Science Review Board – Jointly reviewed by Environmental and Biotechnology Tech boards.

- Precision and Composites Manufacturing Review Board – Jointly reviewed by Composites and Precision Manufacturing.

- Information Technology Review Board

NOTE: This does not change MTI designated sectors, as we still maintain seven technology sectors. It is simply used for the application evaluation process. (p. 18)

  • Resubmission Requirement - the following language has been added “All resubmissions of previously unfunded applications to the Development Award program require a mandatory meeting with MTI staff at least three weeks prior to the application deadline (on or before January 12, 2009 at 5:00 pm). The primary purpose of the meeting is to understand how and if the resubmission will address prior weaknesses. This is important because the original application’s peer reviews and feedback will accompany the new application during the evaluation process. (p. 11)
  • Recommended Pre-application Contact– MTI finds that contacting program staff prior to submission is helpful in developing a competitive application to the Development Award program. (p. 11)
  • Form A, Development Award Registration - the following language has been added “Public Information” submitted in Form A will be shared with MTI partner organizations. Information for “MTI Purposes Only” will be used only by MTI.
  • Form B, Milestone Summary Revisions (Revised on 10-9-2008) – Applicants are required to include each applicable milestone worksheet and payment schedule with an application.
  • Application Checklist – Applicants are required to include this form. It must be checked by the applicant for completeness and include an original signature.

We want to continue to highlight the following change to the Development Award Request for Application that took effect in February 2008.

  • Repayment Terms – the new terms call for repayment within 3 years after commercialization with no penalty or interest. After 3 years, the unpaid balance will increase by 30% and subsequently by 10% annually. After 3 years there is a required minimum payment of 2% of gross sales from the product or process developed. (p. 16)
