Program Summary
Purpose
The Small Business Innovation Research (SBIR) and Small Business Technology Transfer (STTR) program represents the largest source of early-stage technology financing in the United States.
These federal programs provide over $2 billion for research and development projects leading to commercialization. The programs are designed to benefit entrepreneurs and small businesses -- while increasing the competitiveness of the U.S. economy -- by funding the development of innovative products and services.
Since 1982, the SBIR/STTR program has enabled thousands of small businesses to compete for federal research and development awards. The contributions of these small businesses have enhanced the nation's defense, protected the environment, advanced healthcare and improved the ability to manage and manipulate data.

SBIR/STTR Has Substantial Economic Impact in Maine
- Since 1997, Maine small businesses have received 144 Phase I, 64 Phase II and 12 STTR awards for a total of $51,476,000.
- In federal fiscal year 2008, federal agencies made nine awards for nearly $1.3 million.
- Nearly 50% of SBIR/STTR applicants receiving MTI SBIR/STTR technical assistance win awards.
- Small businesses in 15 of Maine's 16 counties have received SBIR/STTR funding.
